This portion of the site details three relatively significant areas of disagreement. An explanation of each can be found on each subject page.

This should not imply there were no other disagreements. Some draft provision were rejected and other were modified.

Each of these three issues on their own or collectively may have caused the failure of adoption of the package of rules. Consequently, it is important to understand the significance of each.
